Act 27 retroactively alters property rights dating back to the 1800s. Such a sweeping change raises serious constitutional concerns and may trigger multi-billion-dollar litigation against the Commonwealth and be delayed in the courts for many years. Pennsylvania taxpayers could ultimately face substantial legal costs and potential liability.
